Dave's port facility experience includes helping his client complete the Master Plan and marine berth permitting for a 20 million barrel crude oil export terminal in Corpus Christi, Texas. The facility is suitable for loading very large crude carriers (VLCC) that will export more than one million barrels per day of crude oil from the Permian and Eagle Ford basins. Other recent projects include preliminary design, Texas Pollutant Discharge Elimination System (TPDES) and Texas Commission on Environmental Quality (TCEQ) Water Rights permits for two large-scale desalination plants that will provide a sustainable water supply for Corpus Christi.
While assisting clients throughout Texas and Oklahoma, Dave managed a portfolio of 15 large upstream and midstream natural gas compressor stations, gas plants, and crude oil tank farms affected by light non-aqueous phase liquids (LNAPL). He facilitated the closure for 12 of the 15 facilities, with the remainder scheduled for closure in subsequent years. The closures were facilitated using multiple lines of evidence to demonstrate a lack of mobility of the LNAPL and dissolved phase constituents, as well as an absence of complete pathways to local receptors. This work was highlighted at the Battelle International Bioremediation Conference in a poster entitled Petroleum Hydrocarbon Forensics Demonstrate On-going Releases at a Legacy Upstream Site.
Dave has helped his clients manage the decontamination, repurposing, and demolition of millions of square feet of industrial and federal facilities throughout the United States. His recent projects include a large oil and gas related explosives production facility, a gas turbine manufacturing facility, and a U.S. Air Force jet fuel tank farm storage facility, pipeline and marine berth.
Numerous environmental remediation facilities have been developed with Dave's assistance, including traditional groundwater pump and treat, air sparge, soil vapor extraction (SVE), and bioventing systems. Larger scale facilities have included a 1,400 gpm filtration and deep well injection system associated with closure of numerous phosphate fertilizer plant gypstacks on the Houston ship channel.
